What began on May 9th with the convention organized in Milan is a new path towards better management of public procurement contracts.

For this reason we must think strategically and think of green as a system that provides important ecosystem services and that is therefore a value, not a cost ", commented the organizers.
The date of May 9, 2018 can be considered the beginning of a journey that starts from the needs of companies and public administrations to get to the government. The will is to collect the requests of all the actors involved in the supply chain of the green, and to develop, with the support of the competent bodies, tools that have as their ultimate goal to generate quality in the management services of public parks.
Quality and safety in the execution of services must be key words at the center of the public procurement and this is not possible with the logic applied so far, ie the maximum fall. On the other hand, at present, the awarding of tenders through the most economically advantageous offer also presents many critical issues.
On the one hand, an incontrovertible criterion, sometimes a short cut in terms of time, like the maximum reduction, does not produce quality or security. On the other hand, the contracting authorities often do not have objective elements to evaluate what is offered by the Companies through the most economically advantageous offer. In fact, the latter requires skills and assessment skills of an administrative legal nature that often the Public Administration officials do not have.
It is therefore from here that we have to start: to prepare, to train, to provide evaluation tools. And above all, ensure that those who are deputies are involved in the procurement for the maintenance of the green, from the beginning of the year also by law, to the care of the green: the professional gardeners. What for nothing obvious. At the same time we need to work on regulatory clarity, on the intelligibility and applicability of the "new" code of public contracts.
